重磅!泉州市機構改革方案發布!市級設置黨政機構50個

近日,

泉州市(shi)機構改革工(gong)作大(da)會召開,

標志著

泉州市機構改革進入全面實施階段,

市(shi)委辦、市(shi)政(zheng)府辦正式印發

《泉州(zhou)市市級機構(gou)改革(ge)實施(shi)方案》

(以下(xia)簡稱《方案》),

推動(dong)各項改(gai)革任務落地見(jian)效。


《方案》明確(que)了我市黨(dang)政機構(gou)改革(ge)的總體部(bu)署、機構(gou)設置等內(nei)容,確定共設置市級黨政機構50個,其中黨委機構15個、政府工作部門35個。同時,《方案》明確要統籌(chou)推進(jin)市人大、政協(xie)和(he)群團組織(zhi),以及事業單位、審批服(fu)務(wu)(wu)(wu)便民化、綜合行政執法等其他(ta)各項改(gai)革(ge)任務(wu)(wu)(wu)。今年12月底(di)前,市級(ji)機構(gou)改(gai)革(ge)有關工作(zuo)要基本落實(shi)到位;明年3月底(di)前,基本完成機構(gou)改(gai)革(ge)任務(wu)(wu)(wu)。


《方案》強調,要(yao)提升政(zheng)(zheng)治站位,增(zeng)強“四個意(yi)識”,堅(jian)決(jue)(jue)維護(hu)習近平總(zong)書記黨(dang)中(zhong)(zhong)央(yang)的(de)(de)核心(xin)、全(quan)黨(dang)的(de)(de)核心(xin)地(di)位,堅(jian)決(jue)(jue)維護(hu)黨(dang)中(zhong)(zhong)央(yang)權(quan)威和集(ji)中(zhong)(zhong)統一(yi)領導,切實(shi)將思想和行(xing)動統一(yi)到(dao)黨(dang)中(zhong)(zhong)央(yang)關(guan)于地(di)方機(ji)構(gou)(gou)改革的(de)(de)決(jue)(jue)策(ce)部(bu)署上來,在(zai)市(shi)委統一(yi)領導下,各級各部(bu)門要(yao)加強組織領導,主要(yao)領導當好(hao)第一(yi)責任人(ren),堅(jian)決(jue)(jue)貫徹落實(shi)改革任務,不(bu)(bu)講(jiang)條件(jian)、不(bu)(bu)打折扣、不(bu)(bu)搞變通、不(bu)(bu)開口子。要(yao)細(xi)化工作進度,嚴(yan)格(ge)按照中(zhong)(zhong)央(yang)及省委要(yao)求進一(yi)步細(xi)化改革的(de)(de)時間(jian)表(biao)、路線圖,做到(dao)分工合理、程序(xu)(xu)清晰、時間(jian)節點明確,確保改革各項任務圓滿完成。要(yao)穩(wen)(wen)妥有(you)序(xu)(xu)推進,全(quan)面貫徹“先立后(hou)破(po)、不(bu)(bu)立不(bu)(bu)破(po)”原則(ze),在(zai)新舊機(ji)構(gou)(gou)交替中(zhong)(zhong),有(you)序(xu)(xu)做好(hao)人(ren)員轉隸(li)、新機(ji)構(gou)(gou)掛牌(pai)、集(ji)中(zhong)(zhong)辦(ban)公(gong)等工作,特別是(shi)確保涉及安(an)全(quan)生產、應急(ji)救援、維護(hu)社會穩(wen)(wen)定(ding)等各項工作的(de)(de)有(you)序(xu)(xu)銜接。要(yao)嚴(yan)明政(zheng)(zheng)治紀律(lv)和政(zheng)(zheng)治規(gui)矩,嚴(yan)格(ge)執行(xing)有(you)關(guan)規(gui)定(ding),對違反規(gui)定(ding)的(de)(de),要(yao)嚴(yan)肅(su)查處,追究相關(guan)人(ren)員責任。

問:《方案》對市(shi)人大、政協機構改革和(he)群團組織改革如何(he)統籌推(tui)進?

答:市人大(da)機構改革方面,組(zu)建(jian)市(shi)(shi)人大(da)社會建(jian)設委員(yuan)(yuan)會、市(shi)(shi)人大(da)監察和司法(fa)委員(yuan)(yuan)會,作為市(shi)(shi)人大(da)專(zhuan)門委員(yuan)(yuan)會。


市政(zheng)協機構改革方面,市(shi)政(zheng)協(xie)(xie)經濟委(wei)(wei)(wei)員(yuan)會(hui)(hui)更(geng)名為(wei)市(shi)政(zheng)協(xie)(xie)經濟和(he)農業農村委(wei)(wei)(wei)員(yuan)會(hui)(hui)。市(shi)政(zheng)協(xie)(xie)文(wen)史(shi)和(he)學習(xi)宣傳委(wei)(wei)(wei)員(yuan)會(hui)(hui)更(geng)名為(wei)市(shi)政(zheng)協(xie)(xie)文(wen)化(hua)文(wen)史(shi)和(he)學習(xi)委(wei)(wei)(wei)員(yuan)會(hui)(hui),將市(shi)政(zheng)協(xie)(xie)教科文(wen)衛體(ti)委(wei)(wei)(wei)員(yuan)會(hui)(hui)承擔的聯系文(wen)化(hua)藝術界等相(xiang)關工作(zuo)職責調整到市(shi)政(zheng)協(xie)(xie)文(wen)化(hua)文(wen)史(shi)和(he)學習(xi)委(wei)(wei)(wei)員(yuan)會(hui)(hui)。市(shi)政(zheng)協(xie)(xie)教科文(wen)衛體(ti)委(wei)(wei)(wei)員(yuan)會(hui)(hui)更(geng)名為(wei)市(shi)政(zheng)協(xie)(xie)教科衛體(ti)委(wei)(wei)(wei)員(yuan)會(hui)(hui)。

答:一(yi)是(shi)將(jiang)市(shi)委(wei)黨史(shi)研(yan)究(jiu)(jiu)室與市(shi)地方(fang)志(zhi)編纂(zuan)委(wei)員會(hui)整合,設置(zhi)市(shi)委(wei)黨史(shi)和地方(fang)志(zhi)研(yan)究(jiu)(jiu)室,作為市(shi)委(wei)直(zhi)屬(shu)事業單(dan)位。


二是將完全、主要(yao)和(he)部(bu)分承擔行(xing)(xing)政(zheng)(zheng)職(zhi)(zhi)能(neng)(neng)(neng)的(de)(de)(de)事(shi)(shi)業單(dan)位(wei)全部(bu)納入改革(ge)(ge)范圍,全面(mian)清理事(shi)(shi)業單(dan)位(wei)承擔的(de)(de)(de)行(xing)(xing)政(zheng)(zheng)職(zhi)(zhi)能(neng)(neng)(neng),將行(xing)(xing)政(zheng)(zheng)職(zhi)(zhi)能(neng)(neng)(neng)劃歸行(xing)(xing)政(zheng)(zheng)機(ji)(ji)構(gou)。按(an)照(zhao)能(neng)(neng)(neng)轉職(zhi)(zhi)能(neng)(neng)(neng)的(de)(de)(de)不(bu)轉機(ji)(ji)構(gou)、確需(xu)轉機(ji)(ji)構(gou)的(de)(de)(de)實(shi)行(xing)(xing)綜合設(she)置的(de)(de)(de)原則,區分情況推進改革(ge)(ge),理順政(zheng)(zheng)事(shi)(shi)關系,實(shi)現政(zheng)(zheng)事(shi)(shi)分開(kai)。改革(ge)(ge)后保(bao)留(liu)設(she)置的(de)(de)(de)事(shi)(shi)業單(dan)位(wei),名稱不(bu)再稱“委、辦(ban)、局”。今后,除行(xing)(xing)政(zheng)(zheng)執法機(ji)(ji)構(gou)按(an)中央部(bu)署推進改革(ge)(ge)外,不(bu)再保(bao)留(liu)或(huo)新設(she)承擔行(xing)(xing)政(zheng)(zheng)職(zhi)(zhi)能(neng)(neng)(neng)的(de)(de)(de)事(shi)(shi)業單(dan)位(wei)。

問:《方案》對審批服務便民(min)化(hua)改革作了(le)哪些部署?
答:《方案(an)》要求,認真落實中(zhong)央和省里(li)的改(gai)(gai)革(ge)要求,把機構改(gai)(gai)革(ge)同深化簡政(zheng)放權、放管(guan)結(jie)合(he)、優化服(fu)務改(gai)(gai)革(ge)有(you)機結(jie)合(he)起來,將(jiang)“馬上就(jiu)辦、真抓(zhua)實干”優良傳統作風貫穿于審(shen)批(pi)服(fu)務便民(min)化改(gai)(gai)革(ge)的全過程(cheng)。進一步減(jian)少微(wei)觀管(guan)理(li)事(shi)務和具體(ti)審(shen)批(pi)事(shi)項,加(jia)強(qiang)權責清單管(guan)理(li),持續開(kai)展“減(jian)證便民(min)”行動(dong),清理(li)取消(xiao)經營服(fu)務性收費和行業(ye)協會商會收費,壓(ya)縮辦理(li)時(shi)間,降低制度性交易成本,持續優化營商環境。

問:《方案》對綜(zong)合行(xing)政執法改革(ge)作了(le)哪(na)些部署?
答:《方案》明確(que),按照中央(yang)及省(sheng)里部(bu)署(shu),整合組建市(shi)(shi)(shi)場監管、生態環境(jing)保護(hu)、文化市(shi)(shi)(shi)場、交(jiao)通運輸、農(nong)業等5個(ge)領(ling)域(yu)綜(zong)(zong)合執法(fa)(fa)隊伍。結合實(shi)際實(shi)行更大范圍的綜(zong)(zong)合執法(fa)(fa),繼續深(shen)入推(tui)進城市(shi)(shi)(shi)管理(li)等其他跨(kua)領(ling)域(yu)、跨(kua)部(bu)門的綜(zong)(zong)合執法(fa)(fa)。理(li)順市(shi)(shi)(shi)和(he)市(shi)(shi)(shi)轄區行政執法(fa)(fa)層級關系。完善執法(fa)(fa)程序,嚴格執法(fa)(fa)責任(ren),加強執法(fa)(fa)監督,不斷提高執法(fa)(fa)隊伍綜(zong)(zong)合素質(zhi)和(he)執法(fa)(fa)能力(li)。

問(wen):在強化機構(gou)編制管理方(fang)面,提出了哪(na)些剛性約束?

答:《方案》明確,要強化黨委對機(ji)構(gou)(gou)編制(zhi)工(gong)作的統一(yi)領導,嚴(yan)格執(zhi)行機(ji)構(gou)(gou)編制(zhi)管理法(fa)律法(fa)規和黨內法(fa)規。嚴(yan)格執(zhi)行中央及省(sheng)委規定的機(ji)構(gou)(gou)限額。嚴(yan)格機(ji)構(gou)(gou)編制(zhi)管理權(quan)限和程序,加(jia)大機(ji)構(gou)(gou)編制(zhi)違(wei)(wei)紀違(wei)(wei)法(fa)行為查處(chu)力(li)度,堅決防止(zhi)條(tiao)條(tiao)干(gan)預行為。


規(gui)范(fan)管理合署辦公機構(gou)(gou)、掛(gua)(gua)牌(pai)(pai)機構(gou)(gou)、臨(lin)時(shi)機構(gou)(gou)、派出機構(gou)(gou)、議事(shi)(shi)協調機構(gou)(gou)及(ji)其辦事(shi)(shi)機構(gou)(gou)。從(cong)嚴(yan)從(cong)緊控制市(shi)縣黨政機構(gou)(gou)加(jia)掛(gua)(gua)牌(pai)(pai)子的數量,掛(gua)(gua)牌(pai)(pai)機構(gou)(gou)不單獨核定編制和領導職數,根(gen)除掛(gua)(gua)牌(pai)(pai)機構(gou)(gou)實(shi)體化和“事(shi)(shi)業局”等。臨(lin)時(shi)機構(gou)(gou)要在任務完成后(hou)及(ji)時(shi)撤銷。全面清理規(gui)范(fan)議事(shi)(shi)協調機構(gou)(gou)。


強化編(bian)制總量控制,嚴禁(jin)超編(bian)進人(ren)、超職(zhi)數配備(bei)領(ling)導(dao)干部。全面清(qing)理取(qu)消擅自(zi)設(she)置(zhi)的機(ji)構(gou)和崗位、擅自(zi)配備(bei)的職(zhi)務。嚴格控制編(bian)外聘用(yong)人(ren)員。
