各省、自治區、直(zhi)轄市人民政府,國務院各部委(wei)、各直(zhi)屬機構:

建筑(zhu)(zhu)業(ye)(ye)(ye)(ye)是國(guo)(guo)民(min)(min)經濟(ji)的支柱產(chan)業(ye)(ye)(ye)(ye)。改革(ge)開放以來,我國(guo)(guo)建筑(zhu)(zhu)業(ye)(ye)(ye)(ye)快速發(fa)展,建造能力(li)不斷增強,產(chan)業(ye)(ye)(ye)(ye)規(gui)模不斷擴大(da),吸納了(le)大(da)量(liang)農村(cun)轉移勞動力(li),帶動了(le)大(da)量(liang)關(guan)(guan)聯產(chan)業(ye)(ye)(ye)(ye),對經濟(ji)社會發(fa)展、城(cheng)鄉建設和民(min)(min)生改善(shan)作(zuo)出(chu)了(le)重(zhong)要貢(gong)獻(xian)。但也(ye)要看到,建筑(zhu)(zhu)業(ye)(ye)(ye)(ye)仍然大(da)而不強,監管體制機制不健全、工程建設組織(zhi)方式(shi)落后、建筑(zhu)(zhu)設計水平有(you)待提高、質(zhi)量(liang)安(an)全事故時有(you)發(fa)生、市場(chang)違法(fa)違規(gui)行為(wei)(wei)較多、企(qi)業(ye)(ye)(ye)(ye)核心競爭力(li)不強、工人技(ji)能素質(zhi)偏低等問題較為(wei)(wei)突出(chu)。為(wei)(wei)貫(guan)徹落實《中(zhong)共(gong)中(zhong)央 國(guo)(guo)務院(yuan)(yuan)關(guan)(guan)于進一步加(jia)強城(cheng)市規(gui)劃建設管理(li)工作(zuo)的若干(gan)意(yi)見》,進一步深(shen)化建筑(zhu)(zhu)業(ye)(ye)(ye)(ye)“放管服(fu)”改革(ge),加(jia)快產(chan)業(ye)(ye)(ye)(ye)升級,促進建筑(zhu)(zhu)業(ye)(ye)(ye)(ye)持續健康(kang)發(fa)展,為(wei)(wei)新型城(cheng)鎮化提供支撐,經國(guo)(guo)務院(yuan)(yuan)同意(yi),現提出(chu)以下意(yi)見:

一、總體(ti)要求

全(quan)(quan)面貫徹(che)黨(dang)的(de)(de)十八大和十八屆二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)、五(wu)(wu)中(zhong)(zhong)(zhong)、六中(zhong)(zhong)(zhong)全(quan)(quan)會以(yi)及中(zhong)(zhong)(zhong)央(yang)(yang)(yang)經濟工作(zuo)會議(yi)、中(zhong)(zhong)(zhong)央(yang)(yang)(yang)城鎮(zhen)化(hua)工作(zuo)會議(yi)、中(zhong)(zhong)(zhong)央(yang)(yang)(yang)城市工作(zuo)會議(yi)精神,深入貫徹(che)習近平總書(shu)記系(xi)列重要(yao)講話精神和治國(guo)理(li)政新(xin)理(li)念新(xin)思(si)想新(xin)戰略(lve),認(ren)真落實黨(dang)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)、國(guo)務院決策部署(shu),統籌(chou)推(tui)(tui)進(jin)(jin)“五(wu)(wu)位一體(ti)”總體(ti)布(bu)局和協調(diao)推(tui)(tui)進(jin)(jin)“四個全(quan)(quan)面”戰略(lve)布(bu)局,牢固樹立和貫徹(che)落實創新(xin)、協調(diao)、綠色、開放、共享的(de)(de)發展理(li)念,堅持以(yi)推(tui)(tui)進(jin)(jin)供(gong)給側結構(gou)性改革為主線,按照適(shi)用、經濟、安(an)全(quan)(quan)、綠色、美觀的(de)(de)要(yao)求,深化(hua)建筑(zhu)業(ye)(ye)“放管服(fu)”改革,完善監(jian)管體(ti)制機制,優化(hua)市場(chang)環(huan)境,提升工程質量安(an)全(quan)(quan)水平,強化(hua)隊伍建設,增強企業(ye)(ye)核心(xin)競爭力,促進(jin)(jin)建筑(zhu)業(ye)(ye)持續健康發展,打造“中(zhong)(zhong)(zhong)國(guo)建造”品(pin)牌。

二、深化建筑業簡政放權改革(ge)

(一(yi))優化資(zi)(zi)質(zhi)(zhi)資(zi)(zi)格(ge)管(guan)(guan)理。進一(yi)步(bu)簡化工程建設企(qi)業(ye)(ye)資(zi)(zi)質(zhi)(zhi)類別和等級設置,減(jian)少不必要的資(zi)(zi)質(zhi)(zhi)認定。選擇部分地區(qu)開展試點,對信用良(liang)好、具有相關(guan)專業(ye)(ye)技術能力(li)、能夠(gou)提供足額擔保的企(qi)業(ye)(ye),在其資(zi)(zi)質(zhi)(zhi)類別內(nei)放(fang)寬承攬業(ye)(ye)務(wu)范(fan)圍限(xian)制,同時(shi),加(jia)快完(wan)善信用體(ti)系、工程擔保及個(ge)人(ren)(ren)(ren)執業(ye)(ye)資(zi)(zi)格(ge)等相關(guan)配套(tao)制度,加(jia)強(qiang)事中事后(hou)監管(guan)(guan)。強(qiang)化個(ge)人(ren)(ren)(ren)執業(ye)(ye)資(zi)(zi)格(ge)管(guan)(guan)理,明晰注冊(ce)執業(ye)(ye)人(ren)(ren)(ren)員的權(quan)利(li)、義務(wu)和責任(ren),加(jia)大(da)執業(ye)(ye)責任(ren)追究(jiu)力(li)度。有序發展個(ge)人(ren)(ren)(ren)執業(ye)(ye)事務(wu)所,推(tui)動建立個(ge)人(ren)(ren)(ren)執業(ye)(ye)保險制度。大(da)力(li)推(tui)行(xing)“互聯網+政務(wu)服(fu)務(wu)”,實行(xing)“一(yi)站式(shi)”網上審批,進一(yi)步(bu)提高(gao)建筑領(ling)域行(xing)政審批效率。


(二(er))完善招標(biao)投標(biao)制度。加快修訂(ding)《工程(cheng)(cheng)建設(she)(she)(she)項目招標(biao)范圍和(he)規(gui)模標(biao)準(zhun)(zhun)規(gui)定》,縮小并嚴格界定必須進(jin)行招標(biao)的工程(cheng)(cheng)建設(she)(she)(she)項目范圍,放寬有關規(gui)模標(biao)準(zhun)(zhun),防止工程(cheng)(cheng)建設(she)(she)(she)項目實行招標(biao)“一刀切”。在民間投資(zi)的房屋建筑工程中,探(tan)索(suo)由建設單位自主決定發包方式。將(jiang)依法必須招標的(de)工(gong)程建設項目納入統(tong)一的(de)公(gong)共資(zi)源交(jiao)易(yi)平臺,遵循公(gong)平、公(gong)正、公(gong)開和誠(cheng)信的(de)原(yuan)則,規范招標投(tou)標行(xing)為(wei)。進一步簡化招標投(tou)標程序,盡快實(shi)現招標投(tou)標交(jiao)易(yi)全過程電子化,推行(xing)網上異地評標。對依法通過競爭性談判或單一(yi)來源方式(shi)確(que)定供應(ying)商的政府采購工程建設項目,符合相應(ying)條件的應(ying)當頒發施工許可證。

三(san)、完善(shan)工程建設組織模式

(三)加快推行工程(cheng)總(zong)承包(bao)。裝(zhuang)配式建筑原則上(shang)應采用(yong)工程(cheng)總承包模式。政府投(tou)資(zi)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)應完善建(jian)設管(guan)理模(mo)式(shi),帶(dai)頭推行(xing)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)。加快完善工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)相關的招標(biao)投(tou)標(biao)、施(shi)工(gong)(gong)(gong)許可(ke)(ke)、竣工(gong)(gong)(gong)驗收等制度(du)規定(ding)。按照總(zong)承(cheng)(cheng)包(bao)負總(zong)責的原則,落實工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)單位在工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量安全、進(jin)度(du)控制、成本(ben)管(guan)理等方(fang)面(mian)的責任。除以(yi)(yi)暫估價形(xing)式(shi)包(bao)括在工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)范圍內且依(yi)法必須進(jin)行(xing)招標(biao)的項目(mu)外,工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)單位可(ke)(ke)以(yi)(yi)直接發包(bao)總(zong)承(cheng)(cheng)包(bao)合同(tong)中(zhong)涵蓋的其他專業業務(wu)。

(四)培(pei)育全過程工程咨詢(xun)。鼓勵投資(zi)咨詢、勘察、設計、監理、招(zhao)標(biao)代(dai)理、造價等企(qi)業(ye)采取聯合經營、并購重組等方式(shi)發展(zhan)全過(guo)程工(gong)程咨詢,培育(yu)一(yi)批具有(you)國(guo)際(ji)水平(ping)的(de)全過(guo)程工(gong)程咨詢企(qi)業(ye)。制定全(quan)過(guo)程(cheng)工(gong)程(cheng)咨詢服(fu)務技術標準和合同范本。政(zheng)(zheng)府投(tou)資工(gong)程(cheng)應帶頭(tou)推行全(quan)過(guo)程(cheng)工(gong)程(cheng)咨詢,鼓(gu)勵非政(zheng)(zheng)府投(tou)資工(gong)程(cheng)委托全(quan)過(guo)程(cheng)工(gong)程(cheng)咨詢服(fu)務。在民用建(jian)筑(zhu)項目中,充分發揮建(jian)筑(zhu)師(shi)的(de)主導作用,鼓(gu)勵提供(gong)全(quan)過(guo)程(cheng)工(gong)程(cheng)咨詢服(fu)務。

四、加強工(gong)程(cheng)質(zhi)量安(an)全管(guan)理(li)

(五)嚴(yan)格落(luo)(luo)實工(gong)(gong)程質(zhi)(zhi)量(liang)(liang)責(ze)(ze)任(ren)。全面落(luo)(luo)實各方(fang)主(zhu)體的(de)(de)(de)(de)(de)工(gong)(gong)程質(zhi)(zhi)量(liang)(liang)責(ze)(ze)任(ren),特(te)別要(yao)強化建(jian)設(she)單位的(de)(de)(de)(de)(de)首要(yao)責(ze)(ze)任(ren)和勘(kan)察、設(she)計、施工(gong)(gong)單位的(de)(de)(de)(de)(de)主(zhu)體責(ze)(ze)任(ren)。嚴(yan)格執行工(gong)(gong)程質(zhi)(zhi)量(liang)(liang)終身責(ze)(ze)任(ren)制,在建(jian)筑物(wu)明顯部位設(she)置永久(jiu)性標牌,公示(shi)質(zhi)(zhi)量(liang)(liang)責(ze)(ze)任(ren)主(zhu)體和主(zhu)要(yao)責(ze)(ze)任(ren)人(ren)。對違反(fan)有關規(gui)定、造成(cheng)工(gong)(gong)程質(zhi)(zhi)量(liang)(liang)事(shi)(shi)故(gu)的(de)(de)(de)(de)(de),依法給予責(ze)(ze)任(ren)單位停業(ye)(ye)(ye)整頓、降低(di)資(zi)(zi)質(zhi)(zhi)等級(ji)、吊銷(xiao)資(zi)(zi)質(zhi)(zhi)證書等行政(zheng)處罰并通過國家企業(ye)(ye)(ye)信用信息公示(shi)系(xi)統予以公示(shi),給予注冊(ce)執業(ye)(ye)(ye)人(ren)員暫(zan)停執業(ye)(ye)(ye)、吊銷(xiao)資(zi)(zi)格證書、一(yi)定時(shi)間直至終身不得進入(ru)行業(ye)(ye)(ye)等處罰。對發生(sheng)工(gong)(gong)程質(zhi)(zhi)量(liang)(liang)事(shi)(shi)故(gu)造成(cheng)損(sun)失的(de)(de)(de)(de)(de),要(yao)依法追(zhui)究(jiu)經(jing)濟賠償責(ze)(ze)任(ren),情節(jie)嚴(yan)重的(de)(de)(de)(de)(de)要(yao)追(zhui)究(jiu)有關單位和人(ren)員的(de)(de)(de)(de)(de)法律責(ze)(ze)任(ren)。參(can)與房地產開發的(de)(de)(de)(de)(de)建(jian)筑業(ye)(ye)(ye)企業(ye)(ye)(ye)應依法合規(gui)經(jing)營,提高住宅品質(zhi)(zhi)。

(六)加強(qiang)(qiang)安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產管理。全(quan)(quan)面落實安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產責任(ren),加強(qiang)(qiang)施工現(xian)場安(an)(an)(an)全(quan)(quan)防(fang)護,特(te)別要強(qiang)(qiang)化對(dui)深基(ji)坑、高支模、起重(zhong)機械等危險(xian)性較大的(de)分(fen)部分(fen)項(xiang)工程的(de)管理,以及對(dui)不(bu)良地質地區重(zhong)大工程項(xiang)目的(de)風險(xian)評(ping)估或論證(zheng)。推進(jin)信(xin)息(xi)技(ji)術與安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產深度融合,加快建(jian)設建(jian)筑施工安(an)(an)(an)全(quan)(quan)監管信(xin)息(xi)系統,通(tong)過信(xin)息(xi)化手段加強(qiang)(qiang)安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產管理。建(jian)立(li)健全(quan)(quan)全(quan)(quan)覆(fu)蓋、多層次、經常性的(de)安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產培訓制度,提升從業人員安(an)(an)(an)全(quan)(quan)素質以及各(ge)方主體的(de)本質安(an)(an)(an)全(quan)(quan)水平。

(七(qi))全(quan)(quan)(quan)面提高監(jian)管(guan)(guan)(guan)水平。完善工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)法律法規和(he)管(guan)(guan)(guan)理制度,健(jian)全(quan)(quan)(quan)企(qi)業負責(ze)、政(zheng)府(fu)監(jian)管(guan)(guan)(guan)、社會(hui)監(jian)督(du)的(de)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)保(bao)障(zhang)體(ti)系(xi)。強(qiang)(qiang)化政(zheng)府(fu)對(dui)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)的(de)監(jian)管(guan)(guan)(guan),明(ming)確監(jian)管(guan)(guan)(guan)范(fan)圍,落(luo)實監(jian)管(guan)(guan)(guan)責(ze)任,加大抽查(cha)抽測力(li)度,重(zhong)點加強(qiang)(qiang)對(dui)涉及公共安全(quan)(quan)(quan)的(de)工(gong)(gong)(gong)程(cheng)地基基礎、主體(ti)結構(gou)等(deng)部位和(he)竣工(gong)(gong)(gong)驗收(shou)等(deng)環節的(de)監(jian)督(du)檢查(cha)。加強(qiang)(qiang)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)監(jian)督(du)隊伍建設(she),監(jian)督(du)機(ji)構(gou)履行(xing)(xing)職(zhi)能所需經費(fei)由同(tong)級財政(zheng)預算全(quan)(quan)(quan)額保(bao)障(zhang)。政(zheng)府(fu)可采取購買服務(wu)的(de)方式,委(wei)托具備條(tiao)件的(de)社會(hui)力(li)量(liang)(liang)(liang)進(jin)行(xing)(xing)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)監(jian)督(du)檢查(cha)。推進(jin)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)標準化管(guan)(guan)(guan)理,督(du)促(cu)各方主體(ti)健(jian)全(quan)(quan)(quan)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)管(guan)(guan)(guan)控機(ji)制。強(qiang)(qiang)化對(dui)工(gong)(gong)(gong)程(cheng)監(jian)理的(de)監(jian)管(guan)(guan)(guan),選擇部分地區開展監(jian)理單位向政(zheng)府(fu)報(bao)告質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)監(jian)理情況的(de)試點。加強(qiang)(qiang)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)檢測機(ji)構(gou)管(guan)(guan)(guan)理,嚴厲打擊出具虛假(jia)報(bao)告等(deng)行(xing)(xing)為。推動發展工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)保(bao)險。

五、優化(hua)建筑(zhu)市場環境(jing)

(八)建(jian)立統(tong)一(yi)開(kai)放(fang)市場(chang)。打破區域市場(chang)準入壁(bi)壘,取消各(ge)地(di)區、各(ge)行業(ye)(ye)在法律、行政(zheng)法規和國務(wu)院規定(ding)外對建(jian)筑業(ye)(ye)企(qi)業(ye)(ye)設置的(de)不合理準入條件;嚴禁(jin)擅自(zi)設立或變相設立審批、備(bei)案(an)事項,為建(jian)筑業(ye)(ye)企(qi)業(ye)(ye)提供公平(ping)市場(chang)環境。完善(shan)全國建(jian)筑市場(chang)監(jian)管公共(gong)服(fu)務(wu)平(ping)臺(tai),加快實現(xian)與(yu)全國信用信息共(gong)享平(ping)臺(tai)和國家企(qi)業(ye)(ye)信用信息公示系統(tong)的(de)數據(ju)共(gong)享交(jiao)換(huan)。建(jian)立建(jian)筑市場(chang)主(zhu)體黑名(ming)單制度,依法依規全面(mian)公開(kai)企(qi)業(ye)(ye)和個人信用記錄(lu),接(jie)受社會監(jian)督(du)。

(九)加強(qiang)承包(bao)履(lv)約管理。引(yin)導承包(bao)企(qi)業(ye)以銀行(xing)保函(han)或擔保公(gong)司保函(han)的形(xing)式,向建設單(dan)位提(ti)供履(lv)約擔保。對采用常(chang)規通(tong)用技術標(biao)(biao)(biao)準的政(zheng)府投(tou)資(zi)(zi)工(gong)程,在原(yuan)則上(shang)實(shi)行(xing)最低價(jia)(jia)中標(biao)(biao)(biao)的同時,有效發揮履(lv)約擔保的作(zuo)用,防止惡意低價(jia)(jia)中標(biao)(biao)(biao),確(que)保工(gong)程投(tou)資(zi)(zi)不超(chao)預算。嚴(yan)厲查(cha)處轉包(bao)和(he)違(wei)法分包(bao)等(deng)行(xing)為。完善(shan)工(gong)程量清單(dan)計價(jia)(jia)體系和(he)工(gong)程造(zao)價(jia)(jia)信(xin)息(xi)發布機制(zhi)(zhi),形(xing)成統(tong)一的工(gong)程造(zao)價(jia)(jia)計價(jia)(jia)規則,合(he)理確(que)定和(he)有效控制(zhi)(zhi)工(gong)程造(zao)價(jia)(jia)。

(十)規范工程(cheng)(cheng)價款(kuan)結算(suan)(suan)。審(shen)計(ji)機關(guan)應(ying)依(yi)法加強對(dui)(dui)以政府投資為主的公共(gong)工程(cheng)(cheng)建(jian)設(she)項(xiang)目的審(shen)計(ji)監(jian)督,建(jian)設(she)單(dan)位不得將未(wei)完(wan)成審(shen)計(ji)作為延期工程(cheng)(cheng)結算(suan)(suan)、拖(tuo)欠工程(cheng)(cheng)款(kuan)的理由。未(wei)完(wan)成竣(jun)工結算(suan)(suan)的項(xiang)目,有關(guan)部門不予辦理產權登記。對(dui)(dui)長期拖(tuo)欠工程(cheng)(cheng)款(kuan)的單(dan)位不得批準新項(xiang)目開(kai)工。嚴格執行(xing)(xing)工程(cheng)(cheng)預付(fu)款(kuan)制度(du),及時(shi)按(an)合同(tong)約(yue)定足額向承包單(dan)位支付(fu)預付(fu)款(kuan)。通過工程(cheng)(cheng)款(kuan)支付(fu)擔保(bao)等經濟、法律手段約(yue)束建(jian)設(she)單(dan)位履約(yue)行(xing)(xing)為,預防拖(tuo)欠工程(cheng)(cheng)款(kuan)。

六、提(ti)高從業人員(yuan)素質(zhi)

(十一)加快培(pei)養建(jian)(jian)筑(zhu)(zhu)(zhu)人(ren)(ren)才(cai)。積極培(pei)育既有(you)國(guo)際(ji)視野又有(you)民族自信的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)師(shi)隊伍(wu)。加快培(pei)養熟悉國(guo)際(ji)規則的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)高級(ji)管(guan)理人(ren)(ren)才(cai)。大力(li)推(tui)進校企合(he)作,培(pei)養建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)專業(ye)(ye)人(ren)(ren)才(cai)。加強工(gong)(gong)(gong)程現(xian)場管(guan)理人(ren)(ren)員和(he)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)(ren)的(de)教(jiao)育培(pei)訓。健(jian)全(quan)建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)職業(ye)(ye)技(ji)能(neng)(neng)標準(zhun)體系,全(quan)面(mian)實施建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)技(ji)術工(gong)(gong)(gong)人(ren)(ren)職業(ye)(ye)技(ji)能(neng)(neng)鑒定制度。發展一批建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)(ren)技(ji)能(neng)(neng)鑒定機構,開展建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)(ren)技(ji)能(neng)(neng)評價工(gong)(gong)(gong)作。通過制定施工(gong)(gong)(gong)現(xian)場技(ji)能(neng)(neng)工(gong)(gong)(gong)人(ren)(ren)基(ji)本配備標準(zhun)、發布各(ge)個技(ji)能(neng)(neng)等級(ji)和(he)工(gong)(gong)(gong)種的(de)人(ren)(ren)工(gong)(gong)(gong)成(cheng)本信息等方式,引導企業(ye)(ye)將工(gong)(gong)(gong)資分配向(xiang)關鍵(jian)技(ji)術技(ji)能(neng)(neng)崗位(wei)傾斜。大力(li)弘揚工(gong)(gong)(gong)匠精(jing)神,培(pei)養高素(su)質建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)(ren),到2020年建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)中級(ji)工(gong)(gong)(gong)技(ji)能(neng)(neng)水(shui)平以上的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)(ren)數量(liang)達到300萬(wan),2025年達到1000萬(wan)。

(十二)改(gai)革建筑(zhu)(zhu)用工(gong)(gong)制度。推動建筑(zhu)(zhu)業(ye)勞務(wu)(wu)企業(ye)轉型(xing),大力(li)(li)發(fa)展(zhan)木(mu)工(gong)(gong)、電工(gong)(gong)、砌(qi)筑(zhu)(zhu)、鋼筋制作等以(yi)作業(ye)為主的(de)專(zhuan)(zhuan)(zhuan)業(ye)企業(ye)。以(yi)專(zhuan)(zhuan)(zhuan)業(ye)企業(ye)為建筑(zhu)(zhu)工(gong)(gong)人(ren)(ren)(ren)的(de)主要載體(ti),逐步(bu)(bu)實(shi)現(xian)建筑(zhu)(zhu)工(gong)(gong)人(ren)(ren)(ren)公(gong)司化、專(zhuan)(zhuan)(zhuan)業(ye)化管(guan)(guan)理。鼓勵現(xian)有(you)專(zhuan)(zhuan)(zhuan)業(ye)企業(ye)進一(yi)步(bu)(bu)做(zuo)專(zhuan)(zhuan)(zhuan)做(zuo)精(jing),增(zeng)強(qiang)競爭力(li)(li),推動形成一(yi)批以(yi)作業(ye)為主的(de)建筑(zhu)(zhu)業(ye)專(zhuan)(zhuan)(zhuan)業(ye)企業(ye)。促(cu)進建筑(zhu)(zhu)業(ye)農民工(gong)(gong)向技術工(gong)(gong)人(ren)(ren)(ren)轉型(xing),著力(li)(li)穩定和擴大建筑(zhu)(zhu)業(ye)農民工(gong)(gong)就業(ye)創業(ye)。建立(li)全國建筑(zhu)(zhu)工(gong)(gong)人(ren)(ren)(ren)管(guan)(guan)理服務(wu)(wu)信(xin)息平臺,開展(zhan)建筑(zhu)(zhu)工(gong)(gong)人(ren)(ren)(ren)實(shi)名制管(guan)(guan)理,記錄建筑(zhu)(zhu)工(gong)(gong)人(ren)(ren)(ren)的(de)身份信(xin)息、培訓情況、職(zhi)業(ye)技能(neng)、從業(ye)記錄等信(xin)息,逐步(bu)(bu)實(shi)現(xian)全覆蓋(gai)。

(十三)保(bao)(bao)護(hu)工人(ren)(ren)合(he)法權益。全面落實勞動(dong)(dong)合(he)同制度,加大監察(cha)力度,督促(cu)施工單位(wei)與(yu)招用(yong)的(de)建(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)依法簽訂(ding)勞動(dong)(dong)合(he)同,到(dao)2020年(nian)基本(ben)實現(xian)勞動(dong)(dong)合(he)同全覆蓋。健(jian)全工資(zi)支(zhi)付保(bao)(bao)障制度,按(an)照(zhao)誰用(yong)工誰負(fu)責(ze)(ze)和總(zong)承包負(fu)總(zong)責(ze)(ze)的(de)原則,落實企(qi)業(ye)(ye)工資(zi)支(zhi)付責(ze)(ze)任(ren),依法按(an)月足額發放工人(ren)(ren)工資(zi)。將(jiang)存在拖欠(qian)工資(zi)行(xing)為的(de)企(qi)業(ye)(ye)列入黑名單,對其采取限制市(shi)場準入等(deng)懲戒措施,情(qing)節嚴重的(de)降低資(zi)質(zhi)等(deng)級。建(jian)(jian)立健(jian)全與(yu)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)相適應(ying)的(de)社(she)會保(bao)(bao)險參保(bao)(bao)繳費方式,大力推進建(jian)(jian)筑(zhu)(zhu)施工單位(wei)參加工傷保(bao)(bao)險。施工單位(wei)應(ying)履行(xing)社(she)會責(ze)(ze)任(ren),不斷(duan)改善建(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)的(de)工作環境,提(ti)升職業(ye)(ye)健(jian)康水平,促(cu)進建(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)穩定就(jiu)業(ye)(ye)。

七、推進建筑產業(ye)現代化

(十四)推廣智(zhi)能和(he)裝(zhuang)(zhuang)配(pei)式(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)。堅(jian)持標準化設計、工(gong)廠化生產、裝(zhuang)(zhuang)配(pei)化施工(gong)、一體(ti)化裝(zhuang)(zhuang)修(xiu)、信(xin)息化管理、智(zhi)能化應(ying)用(yong),推動建(jian)造方(fang)式(shi)創新,大力發(fa)展裝(zhuang)(zhuang)配(pei)式(shi)混凝土和(he)鋼結(jie)構建(jian)筑(zhu)(zhu)(zhu)(zhu),在(zai)(zai)具(ju)備(bei)條件(jian)的地方(fang)倡(chang)導發(fa)展現代木結(jie)構建(jian)筑(zhu)(zhu)(zhu)(zhu),不斷提(ti)高裝(zhuang)(zhuang)配(pei)式(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)在(zai)(zai)新建(jian)建(jian)筑(zhu)(zhu)(zhu)(zhu)中的比(bi)例。力爭用(yong)10年左右(you)的時間(jian),使裝(zhuang)(zhuang)配(pei)式(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)占新建(jian)建(jian)筑(zhu)(zhu)(zhu)(zhu)面積(ji)的比(bi)例達到30%。在(zai)(zai)新建(jian)建(jian)筑(zhu)(zhu)(zhu)(zhu)和(he)既有(you)建(jian)筑(zhu)(zhu)(zhu)(zhu)改(gai)造中推廣普及智(zhi)能化應(ying)用(yong),完善智(zhi)能化系統運行維護機(ji)制,實現建(jian)筑(zhu)(zhu)(zhu)(zhu)舒適(shi)安全(quan)、節能高效(xiao)。

(十五)提升(sheng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)設計(ji)(ji)水(shui)平。建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)設計(ji)(ji)應體現地域特征、民族特點和時代風(feng)貌,突(tu)出建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)使用(yong)功(gong)能(neng)及(ji)節(jie)(jie)(jie)能(neng)、節(jie)(jie)(jie)水(shui)、節(jie)(jie)(jie)地、節(jie)(jie)(jie)材和環保等(deng)要求,提供功(gong)能(neng)適用(yong)、經濟合理、安全可靠、技(ji)術(shu)先進、環境協調的建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)設計(ji)(ji)產品。健全適應建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)設計(ji)(ji)特點的招(zhao)標投標制度,推(tui)行設計(ji)(ji)團隊(dui)招(zhao)標、設計(ji)(ji)方(fang)案(an)招(zhao)標等(deng)方(fang)式(shi)。促(cu)進國內外建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)設計(ji)(ji)企業公平競爭,培育有國際競爭力的建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)設計(ji)(ji)隊(dui)伍(wu)。倡導開展(zhan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)評論,促(cu)進建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)設計(ji)(ji)理念(nian)的融合和升(sheng)華。

(十六)加強技術研(yan)發(fa)應(ying)用(yong)。加快(kuai)先(xian)進建(jian)造(zao)設備(bei)(bei)、智能設備(bei)(bei)的(de)研(yan)發(fa)、制造(zao)和(he)(he)(he)推廣(guang)應(ying)用(yong),提升各類施(shi)(shi)工機(ji)具(ju)的(de)性能和(he)(he)(he)效率,提高機(ji)械化施(shi)(shi)工程度(du)。限制和(he)(he)(he)淘汰落(luo)后(hou)、危險(xian)工藝工法,保障(zhang)生產(chan)施(shi)(shi)工安(an)全。積極(ji)支持建(jian)筑業(ye)科研(yan)工作,大幅提高技術創新對產(chan)業(ye)發(fa)展(zhan)的(de)貢獻率。加快(kuai)推進建(jian)筑信(xin)息(xi)模型(xing)(BIM)技術在規劃、勘察(cha)、設計、施(shi)(shi)工和(he)(he)(he)運營維護(hu)全過(guo)程的(de)集成(cheng)應(ying)用(yong),實現工程建(jian)設項目全生命周期數據共享和(he)(he)(he)信(xin)息(xi)化管理(li),為項目方案優化和(he)(he)(he)科學決策(ce)提供依據,促進建(jian)筑業(ye)提質(zhi)增效。

(十七)完善工程建(jian)設標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)。整(zheng)合精簡強制(zhi)性(xing)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun),適度(du)提高(gao)安全、質量、性(xing)能(neng)、健康、節能(neng)等(deng)強制(zhi)性(xing)指標(biao)(biao)(biao)(biao)(biao)(biao)要(yao)求,逐步提高(gao)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)水(shui)(shui)平。積極培育團體標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun),鼓勵(li)具(ju)備相應能(neng)力的(de)(de)(de)行業(ye)協(xie)會、產(chan)業(ye)聯盟(meng)等(deng)主體共同制(zhi)定(ding)滿足市(shi)場(chang)和創新需要(yao)的(de)(de)(de)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun),建(jian)立強制(zhi)性(xing)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)與團體標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)相結合的(de)(de)(de)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)供給體制(zhi),增加(jia)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)有效供給。及時開(kai)展標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)復審,加(jia)快(kuai)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)修(xiu)訂,提高(gao)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)的(de)(de)(de)時效性(xing)。加(jia)強科技(ji)研發與標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)制(zhi)定(ding)的(de)(de)(de)信息(xi)溝通,建(jian)立全國工程建(jian)設標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)專(zhuan)家委員會,為工程建(jian)設標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)化(hua)工作提供技(ji)術(shu)支撐,提高(gao)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)的(de)(de)(de)質量和水(shui)(shui)平。

八、加快建筑業企業“走(zou)出去”

(十八)加(jia)強中外(wai)標(biao)(biao)準(zhun)(zhun)銜(xian)接。積極開展(zhan)中外(wai)標(biao)(biao)準(zhun)(zhun)對(dui)比研(yan)究,適應國(guo)(guo)際通行的(de)標(biao)(biao)準(zhun)(zhun)內(nei)容結構、要素指標(biao)(biao)和相(xiang)關術(shu)語,縮小中國(guo)(guo)標(biao)(biao)準(zhun)(zhun)與(yu)國(guo)(guo)外(wai)先進標(biao)(biao)準(zhun)(zhun)的(de)技(ji)術(shu)差距(ju)。加(jia)大中國(guo)(guo)標(biao)(biao)準(zhun)(zhun)外(wai)文版(ban)翻譯和宣(xuan)傳(chuan)推廣(guang)力度,以(yi)“一帶一路(lu)”戰略(lve)為引領,優先在(zai)對(dui)外(wai)投資、技(ji)術(shu)輸(shu)出和援建工程項目中推廣(guang)應用(yong)。積極參(can)加(jia)國(guo)(guo)際標(biao)(biao)準(zhun)(zhun)認(ren)證、交流等(deng)活動,開展(zhan)工程技(ji)術(shu)標(biao)(biao)準(zhun)(zhun)的(de)雙(shuang)邊合作(zuo)。到2025年,實現工程建設國(guo)(guo)家標(biao)(biao)準(zhun)(zhun)全部有外(wai)文版(ban)。

(十九(jiu))提高(gao)(gao)對(dui)(dui)(dui)外(wai)(wai)承(cheng)(cheng)包能(neng)力(li)。統籌協調建(jian)(jian)筑業(ye)“走出(chu)去”,充分發(fa)揮我國建(jian)(jian)筑業(ye)企(qi)業(ye)在高(gao)(gao)鐵、公路、電力(li)、港口、機場(chang)、油氣長輸(shu)管(guan)(guan)道、高(gao)(gao)層建(jian)(jian)筑等(deng)工程(cheng)(cheng)建(jian)(jian)設方(fang)面(mian)的(de)比較優勢(shi),有目標(biao)、有重點(dian)、有組織地對(dui)(dui)(dui)外(wai)(wai)承(cheng)(cheng)包工程(cheng)(cheng),參與“一帶一路”建(jian)(jian)設。建(jian)(jian)筑業(ye)企(qi)業(ye)要加大(da)對(dui)(dui)(dui)國際標(biao)準(zhun)的(de)研究力(li)度,積(ji)極適應國際標(biao)準(zhun),加強對(dui)(dui)(dui)外(wai)(wai)承(cheng)(cheng)包工程(cheng)(cheng)質量、履(lv)約等(deng)方(fang)面(mian)管(guan)(guan)理(li),在援外(wai)(wai)住房等(deng)民生(sheng)項目中發(fa)揮積(ji)極作用。鼓勵大(da)企(qi)業(ye)帶動(dong)中小企(qi)業(ye)、沿海沿邊地區(qu)企(qi)業(ye)合作“出(chu)海”,積(ji)極有序(xu)(xu)開拓國際市場(chang),避(bi)免惡(e)性競爭。引導對(dui)(dui)(dui)外(wai)(wai)承(cheng)(cheng)包工程(cheng)(cheng)企(qi)業(ye)向項目融(rong)資、設計咨詢、后續運營維護管(guan)(guan)理(li)等(deng)高(gao)(gao)附加值(zhi)的(de)領(ling)域有序(xu)(xu)拓展。推動(dong)企(qi)業(ye)提高(gao)(gao)屬地化經營水(shui)平,實(shi)現與所(suo)在國家和地區(qu)互利共贏。

(二(er)十)加(jia)大(da)政(zheng)策扶持力(li)度。加(jia)強建筑(zhu)業“走出(chu)(chu)去”相(xiang)關主管部門間的(de)(de)溝通(tong)協(xie)(xie)調和(he)信息共享。到2025年(nian),與大(da)部分“一帶一路”沿線國(guo)家和(he)地區簽訂雙(shuang)邊工程建設合作備忘錄(lu),同時(shi)爭取在雙(shuang)邊自(zi)貿協(xie)(xie)定中(zhong)納入相(xiang)關內容,推進建設領域執(zhi)業資(zi)(zi)格國(guo)際互認。綜合發揮各類金融工具的(de)(de)作用,重點支(zhi)持對外經濟合作中(zhong)建筑(zhu)領域的(de)(de)重大(da)戰略項目。借鑒國(guo)際通(tong)行(xing)的(de)(de)項目融資(zi)(zi)模式(shi),按照風險可控、商業可持續原則,加(jia)大(da)對建筑(zhu)業“走出(chu)(chu)去”的(de)(de)金融支(zhi)持力(li)度。

各地區(qu)、各部門要高度重視(shi)深化建(jian)(jian)筑業(ye)(ye)改革工(gong)作(zuo),健全工(gong)作(zuo)機制,明(ming)確任務分工(gong),及時研究解決建(jian)(jian)筑業(ye)(ye)改革發(fa)展中的(de)重大問題,完善(shan)相關(guan)政策,確保(bao)按期(qi)完成各項改革任務。加快推(tui)動修訂建(jian)(jian)筑法(fa)(fa)、招標投標法(fa)(fa)等法(fa)(fa)律,完善(shan)相關(guan)法(fa)(fa)律法(fa)(fa)規。充分發(fa)揮(hui)協會商會熟悉行(xing)業(ye)(ye)、貼近企(qi)業(ye)(ye)的(de)優勢,及時反(fan)映企(qi)業(ye)(ye)訴求(qiu),反(fan)饋政策落(luo)實情(qing)況(kuang),發(fa)揮(hui)好(hao)規范(fan)行(xing)業(ye)(ye)秩序、建(jian)(jian)立從(cong)業(ye)(ye)人(ren)員(yuan)行(xing)為準則、促進企(qi)業(ye)(ye)誠信(xin)經營等方面的(de)自律作(zuo)用。
