各(ge)省、自治區、直(zhi)轄市(shi)人民政府,國務院各(ge)部委、各(ge)直(zhi)屬機構:

建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)是國(guo)(guo)民(min)經(jing)濟(ji)的支(zhi)柱產(chan)(chan)業(ye)(ye)(ye)。改(gai)革開放以來(lai),我國(guo)(guo)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)快速發展(zhan),建(jian)(jian)(jian)造能力不(bu)(bu)(bu)斷增強,產(chan)(chan)業(ye)(ye)(ye)規模不(bu)(bu)(bu)斷擴(kuo)大(da)(da),吸納了大(da)(da)量(liang)農村轉移(yi)勞動力,帶(dai)動了大(da)(da)量(liang)關聯產(chan)(chan)業(ye)(ye)(ye),對經(jing)濟(ji)社會發展(zhan)、城鄉建(jian)(jian)(jian)設和民(min)生(sheng)改(gai)善作出了重(zhong)要貢獻(xian)。但也要看(kan)到,建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)仍然大(da)(da)而(er)不(bu)(bu)(bu)強,監(jian)管(guan)體制(zhi)(zhi)機制(zhi)(zhi)不(bu)(bu)(bu)健全、工(gong)程建(jian)(jian)(jian)設組織方式(shi)落(luo)后(hou)、建(jian)(jian)(jian)筑(zhu)設計水平(ping)有待提(ti)高、質(zhi)(zhi)量(liang)安全事故時有發生(sheng)、市場違法違規行為(wei)較(jiao)多、企業(ye)(ye)(ye)核心競(jing)爭力不(bu)(bu)(bu)強、工(gong)人技能素(su)質(zhi)(zhi)偏低等問(wen)題較(jiao)為(wei)突出。為(wei)貫徹落(luo)實《中共中央(yang) 國(guo)(guo)務院關于進(jin)一(yi)(yi)步加強城市規劃(hua)建(jian)(jian)(jian)設管(guan)理工(gong)作的若干意見》,進(jin)一(yi)(yi)步深化建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)“放管(guan)服”改(gai)革,加快產(chan)(chan)業(ye)(ye)(ye)升級,促(cu)進(jin)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)持續健康發展(zhan),為(wei)新(xin)型城鎮化提(ti)供支(zhi)撐,經(jing)國(guo)(guo)務院同意,現提(ti)出以下(xia)意見:

一、總體(ti)要求

全面貫(guan)(guan)徹(che)黨的(de)十八(ba)大(da)和十八(ba)屆二中(zhong)(zhong)(zhong)、三(san)中(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)、五(wu)(wu)中(zhong)(zhong)(zhong)、六中(zhong)(zhong)(zhong)全會(hui)以及中(zhong)(zhong)(zhong)央(yang)經濟工作會(hui)議(yi)、中(zhong)(zhong)(zhong)央(yang)城(cheng)鎮化工作會(hui)議(yi)、中(zhong)(zhong)(zhong)央(yang)城(cheng)市工作會(hui)議(yi)精(jing)神(shen)(shen),深(shen)入貫(guan)(guan)徹(che)習(xi)近(jin)平(ping)總書記系(xi)列(lie)重要(yao)講話精(jing)神(shen)(shen)和治(zhi)國(guo)理(li)政(zheng)新理(li)念新思想(xiang)新戰略,認(ren)真落實黨中(zhong)(zhong)(zhong)央(yang)、國(guo)務(wu)院決策部(bu)署,統籌推進“五(wu)(wu)位一體(ti)”總體(ti)布局(ju)和協調推進“四個全面”戰略布局(ju),牢固樹立(li)和貫(guan)(guan)徹(che)落實創新、協調、綠色、開放、共享的(de)發展(zhan)(zhan)理(li)念,堅持以推進供給側(ce)結構性改(gai)革(ge)為主線,按照適用、經濟、安全、綠色、美觀的(de)要(yao)求,深(shen)化建筑業(ye)“放管服”改(gai)革(ge),完善監管體(ti)制(zhi)機(ji)制(zhi),優(you)化市場環(huan)境,提升工程質量安全水平(ping),強化隊伍建設,增強企業(ye)核心(xin)競爭(zheng)力,促進建筑業(ye)持續(xu)健康發展(zhan)(zhan),打造(zao)“中(zhong)(zhong)(zhong)國(guo)建造(zao)”品牌(pai)。

二(er)、深化建筑業簡政放權改革

(一(yi))優(you)化資(zi)質(zhi)資(zi)格(ge)管(guan)理。進一(yi)步簡化工程建(jian)設企(qi)業(ye)資(zi)質(zhi)類別(bie)和(he)等(deng)級設置,減少不(bu)必要(yao)的(de)(de)資(zi)質(zhi)認定。選擇(ze)部分(fen)地區開展試點,對(dui)信用良好(hao)、具有(you)相(xiang)關專(zhuan)業(ye)技術能力(li)(li)、能夠(gou)提供足額擔(dan)保(bao)的(de)(de)企(qi)業(ye),在其資(zi)質(zhi)類別(bie)內(nei)放寬承攬業(ye)務范(fan)圍限制(zhi)(zhi),同時,加(jia)快完善信用體系、工程擔(dan)保(bao)及個(ge)人(ren)(ren)執(zhi)(zhi)業(ye)資(zi)格(ge)等(deng)相(xiang)關配套制(zhi)(zhi)度(du)(du),加(jia)強(qiang)事(shi)中事(shi)后監管(guan)。強(qiang)化個(ge)人(ren)(ren)執(zhi)(zhi)業(ye)資(zi)格(ge)管(guan)理,明晰注(zhu)冊執(zhi)(zhi)業(ye)人(ren)(ren)員的(de)(de)權利、義務和(he)責任,加(jia)大執(zhi)(zhi)業(ye)責任追究力(li)(li)度(du)(du)。有(you)序發展個(ge)人(ren)(ren)執(zhi)(zhi)業(ye)事(shi)務所(suo),推動建(jian)立個(ge)人(ren)(ren)執(zhi)(zhi)業(ye)保(bao)險制(zhi)(zhi)度(du)(du)。大力(li)(li)推行“互聯網+政務服務”,實行“一(yi)站式”網上審(shen)批(pi),進一(yi)步提高建(jian)筑領域行政審(shen)批(pi)效率(lv)。


(二)完善招標(biao)(biao)投標(biao)(biao)制(zhi)度。加快修訂《工程(cheng)建設(she)項(xiang)(xiang)目(mu)(mu)招標(biao)(biao)范圍和規(gui)模標(biao)(biao)準(zhun)規(gui)定》,縮(suo)小并嚴格界定必須(xu)進行(xing)(xing)招標(biao)(biao)的(de)工程(cheng)建設(she)項(xiang)(xiang)目(mu)(mu)范圍,放寬(kuan)有關規(gui)模標(biao)(biao)準(zhun),防(fang)止工程(cheng)建設(she)項(xiang)(xiang)目(mu)(mu)實行(xing)(xing)招標(biao)(biao)“一刀切”。在民間投資的房屋建筑工程(cheng)中,探索由建設單位(wei)自主(zhu)決定發包方(fang)式。將(jiang)依法(fa)必須招標(biao)(biao)(biao)(biao)的工(gong)程(cheng)建(jian)設項(xiang)目納(na)入統一的公(gong)(gong)共資源交(jiao)易(yi)(yi)平臺(tai),遵循(xun)公(gong)(gong)平、公(gong)(gong)正、公(gong)(gong)開(kai)和誠(cheng)信的原則,規范(fan)招標(biao)(biao)(biao)(biao)投標(biao)(biao)(biao)(biao)行(xing)為。進(jin)一步(bu)簡化招標(biao)(biao)(biao)(biao)投標(biao)(biao)(biao)(biao)程(cheng)序,盡快實現招標(biao)(biao)(biao)(biao)投標(biao)(biao)(biao)(biao)交(jiao)易(yi)(yi)全(quan)過程(cheng)電子化,推行(xing)網上異(yi)地評標(biao)(biao)(biao)(biao)。對依法(fa)通(tong)過競爭性談判或(huo)單(dan)一來源方(fang)式確(que)定供應商的政(zheng)府采(cai)購工程建設(she)項目,符合相應條件(jian)的應當頒發施工許可證。

三、完(wan)善工程建設組織模(mo)式

(三)加(jia)快推行(xing)工程總(zong)承包。裝(zhuang)配式建筑原則上應采用工程總承包模式。政府投資工程(cheng)(cheng)(cheng)應完善建設管理(li)模式,帶頭推行工程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)。加快完善工程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)相(xiang)關的招標投標、施工許可、竣工驗(yan)收(shou)等制(zhi)度規定。按照總(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)負總(zong)責的原則,落實工程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)單位在工程(cheng)(cheng)(cheng)質量安全、進(jin)(jin)度控(kong)制(zhi)、成本管理(li)等方面的責任。除(chu)以(yi)暫估價(jia)形式包(bao)(bao)(bao)(bao)(bao)括(kuo)在工程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)范圍(wei)內且依法(fa)必須進(jin)(jin)行招標的項目外,工程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)單位可以(yi)直接發(fa)包(bao)(bao)(bao)(bao)(bao)總(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)合同中涵蓋的其他(ta)專業業務。

(四)培育全過(guo)程(cheng)工程(cheng)咨(zi)詢。鼓(gu)勵投資咨(zi)詢、勘察、設計(ji)、監理、招標代理、造價等企業(ye)(ye)采取聯合經(jing)營、并購重組等方(fang)式(shi)發展全(quan)過程(cheng)工程(cheng)咨(zi)詢,培育(yu)一批具有國際水平的全(quan)過程(cheng)工程(cheng)咨(zi)詢企業(ye)(ye)。制(zhi)定全過(guo)程工(gong)(gong)程咨(zi)詢服(fu)務(wu)技術(shu)標準和合同范本。政(zheng)府投資工(gong)(gong)程應帶頭(tou)推行全過(guo)程工(gong)(gong)程咨(zi)詢,鼓(gu)勵非政(zheng)府投資工(gong)(gong)程委托全過(guo)程工(gong)(gong)程咨(zi)詢服(fu)務(wu)。在(zai)民(min)用建(jian)(jian)筑項目中,充分發揮建(jian)(jian)筑師的(de)主導作(zuo)用,鼓(gu)勵提(ti)供全過(guo)程工(gong)(gong)程咨(zi)詢服(fu)務(wu)。

四、加強工程質量安全管(guan)理

(五(wu))嚴(yan)格(ge)落實(shi)工(gong)程質(zhi)量(liang)責(ze)(ze)任(ren)(ren)。全面落實(shi)各方主體的(de)(de)工(gong)程質(zhi)量(liang)責(ze)(ze)任(ren)(ren),特別要強化(hua)建設(she)單(dan)位(wei)的(de)(de)首要責(ze)(ze)任(ren)(ren)和(he)(he)勘察、設(she)計、施工(gong)單(dan)位(wei)的(de)(de)主體責(ze)(ze)任(ren)(ren)。嚴(yan)格(ge)執行工(gong)程質(zhi)量(liang)終身責(ze)(ze)任(ren)(ren)制,在(zai)建筑物明顯(xian)部位(wei)設(she)置永久性標牌,公示質(zhi)量(liang)責(ze)(ze)任(ren)(ren)主體和(he)(he)主要責(ze)(ze)任(ren)(ren)人(ren)。對違反有(you)關規(gui)定(ding)、造(zao)成工(gong)程質(zhi)量(liang)事故的(de)(de),依法(fa)給予責(ze)(ze)任(ren)(ren)單(dan)位(wei)停業(ye)整頓(dun)、降低資(zi)質(zhi)等(deng)級、吊(diao)銷資(zi)質(zhi)證書等(deng)行政(zheng)處罰并通(tong)過(guo)國家企業(ye)信(xin)用信(xin)息公示系統予以公示,給予注冊執業(ye)人(ren)員(yuan)暫(zan)停執業(ye)、吊(diao)銷資(zi)格(ge)證書、一定(ding)時(shi)間直(zhi)至終身不(bu)得(de)進入行業(ye)等(deng)處罰。對發生工(gong)程質(zhi)量(liang)事故造(zao)成損失的(de)(de),要依法(fa)追究(jiu)經濟賠(pei)償責(ze)(ze)任(ren)(ren),情節嚴(yan)重的(de)(de)要追究(jiu)有(you)關單(dan)位(wei)和(he)(he)人(ren)員(yuan)的(de)(de)法(fa)律責(ze)(ze)任(ren)(ren)。參與房地產開(kai)發的(de)(de)建筑業(ye)企業(ye)應依法(fa)合(he)規(gui)經營,提高(gao)住宅品質(zhi)。

(六)加(jia)(jia)強(qiang)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)管(guan)理(li)。全(quan)(quan)(quan)面落實安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)責(ze)任(ren),加(jia)(jia)強(qiang)施(shi)工(gong)現場安(an)(an)(an)全(quan)(quan)(quan)防護,特別要強(qiang)化對深基坑、高支模、起重機械(xie)等危險性較(jiao)大的分部分項工(gong)程的管(guan)理(li),以(yi)及對不(bu)良地質地區重大工(gong)程項目的風險評估(gu)或論證。推(tui)進信息技術與安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)深度(du)融合,加(jia)(jia)快建設建筑施(shi)工(gong)安(an)(an)(an)全(quan)(quan)(quan)監(jian)管(guan)信息系統,通過信息化手段加(jia)(jia)強(qiang)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)管(guan)理(li)。建立健全(quan)(quan)(quan)全(quan)(quan)(quan)覆(fu)蓋、多層次、經常(chang)性的安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)培訓制度(du),提升從業人員安(an)(an)(an)全(quan)(quan)(quan)素質以(yi)及各方主(zhu)體的本質安(an)(an)(an)全(quan)(quan)(quan)水(shui)平。

(七)全(quan)(quan)面提(ti)高監(jian)(jian)管(guan)水(shui)平。完善工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)安(an)全(quan)(quan)法律法規和管(guan)理(li)(li)(li)制度,健全(quan)(quan)企業負責、政府監(jian)(jian)管(guan)、社會(hui)監(jian)(jian)督的(de)工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)安(an)全(quan)(quan)保障體(ti)系。強化(hua)政府對(dui)工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)的(de)監(jian)(jian)管(guan),明確(que)監(jian)(jian)管(guan)范圍(wei),落(luo)實監(jian)(jian)管(guan)責任,加(jia)大抽查抽測力度,重點(dian)(dian)加(jia)強對(dui)涉及(ji)公共(gong)安(an)全(quan)(quan)的(de)工程(cheng)(cheng)(cheng)地基基礎、主體(ti)結構(gou)(gou)等(deng)部(bu)位和竣工驗收等(deng)環(huan)節的(de)監(jian)(jian)督檢(jian)(jian)查。加(jia)強工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)監(jian)(jian)督隊伍建設,監(jian)(jian)督機構(gou)(gou)履(lv)行職能所需經(jing)費(fei)由同級(ji)財(cai)政預算(suan)全(quan)(quan)額(e)保障。政府可采取購(gou)買(mai)服務的(de)方式,委托具備(bei)條(tiao)件的(de)社會(hui)力量(liang)(liang)(liang)進行工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)監(jian)(jian)督檢(jian)(jian)查。推(tui)進工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)安(an)全(quan)(quan)標準(zhun)化(hua)管(guan)理(li)(li)(li),督促各方主體(ti)健全(quan)(quan)質(zhi)量(liang)(liang)(liang)安(an)全(quan)(quan)管(guan)控機制。強化(hua)對(dui)工程(cheng)(cheng)(cheng)監(jian)(jian)理(li)(li)(li)的(de)監(jian)(jian)管(guan),選擇部(bu)分地區開展監(jian)(jian)理(li)(li)(li)單位向政府報(bao)告質(zhi)量(liang)(liang)(liang)監(jian)(jian)理(li)(li)(li)情況的(de)試點(dian)(dian)。加(jia)強工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測機構(gou)(gou)管(guan)理(li)(li)(li),嚴厲打擊出具虛假報(bao)告等(deng)行為。推(tui)動發展工程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)保險。

五、優(you)化建筑市場(chang)環境

(八(ba))建(jian)(jian)立統一(yi)開放市(shi)場(chang)(chang)(chang)。打破區(qu)域市(shi)場(chang)(chang)(chang)準入壁壘,取(qu)消各地區(qu)、各行業(ye)(ye)(ye)在法(fa)律、行政(zheng)法(fa)規(gui)和(he)國(guo)務院規(gui)定外對(dui)建(jian)(jian)筑業(ye)(ye)(ye)企業(ye)(ye)(ye)設(she)置的不合理準入條(tiao)件;嚴禁擅自設(she)立或變相設(she)立審批、備案事項,為建(jian)(jian)筑業(ye)(ye)(ye)企業(ye)(ye)(ye)提供公平(ping)(ping)市(shi)場(chang)(chang)(chang)環境。完(wan)善全國(guo)建(jian)(jian)筑市(shi)場(chang)(chang)(chang)監(jian)管公共(gong)(gong)服務平(ping)(ping)臺,加(jia)快實現與全國(guo)信(xin)用(yong)(yong)信(xin)息共(gong)(gong)享平(ping)(ping)臺和(he)國(guo)家企業(ye)(ye)(ye)信(xin)用(yong)(yong)信(xin)息公示系(xi)統的數據共(gong)(gong)享交換。建(jian)(jian)立建(jian)(jian)筑市(shi)場(chang)(chang)(chang)主體黑名單(dan)制度,依法(fa)依規(gui)全面公開企業(ye)(ye)(ye)和(he)個(ge)人信(xin)用(yong)(yong)記(ji)錄,接(jie)受社會監(jian)督。

(九(jiu))加(jia)強承包(bao)履約(yue)管(guan)理。引導承包(bao)企業以銀行保(bao)函(han)(han)或擔(dan)保(bao)公司保(bao)函(han)(han)的(de)形式(shi),向建設單(dan)位提供(gong)履約(yue)擔(dan)保(bao)。對采用(yong)常規通用(yong)技術標準(zhun)的(de)政(zheng)府投資(zi)工程(cheng),在原則(ze)上實行最低價(jia)中(zhong)標的(de)同時,有(you)效(xiao)發揮履約(yue)擔(dan)保(bao)的(de)作用(yong),防止惡意低價(jia)中(zhong)標,確(que)保(bao)工程(cheng)投資(zi)不超預(yu)算。嚴厲查(cha)處轉包(bao)和違法分包(bao)等行為(wei)。完善工程(cheng)量清單(dan)計價(jia)體系和工程(cheng)造價(jia)信(xin)息發布機制(zhi),形成統一的(de)工程(cheng)造價(jia)計價(jia)規則(ze),合理確(que)定(ding)和有(you)效(xiao)控制(zhi)工程(cheng)造價(jia)。

(十)規范工(gong)(gong)程(cheng)(cheng)價款(kuan)(kuan)結(jie)算(suan)。審計(ji)(ji)機關應依法加強對(dui)以(yi)政府投(tou)資為主的(de)公(gong)共工(gong)(gong)程(cheng)(cheng)建(jian)設(she)項(xiang)目的(de)審計(ji)(ji)監督,建(jian)設(she)單(dan)位(wei)不(bu)(bu)得將(jiang)未(wei)完成(cheng)審計(ji)(ji)作為延期(qi)工(gong)(gong)程(cheng)(cheng)結(jie)算(suan)、拖(tuo)(tuo)欠(qian)工(gong)(gong)程(cheng)(cheng)款(kuan)(kuan)的(de)理由。未(wei)完成(cheng)竣工(gong)(gong)結(jie)算(suan)的(de)項(xiang)目,有關部門不(bu)(bu)予辦理產(chan)權登記。對(dui)長(chang)期(qi)拖(tuo)(tuo)欠(qian)工(gong)(gong)程(cheng)(cheng)款(kuan)(kuan)的(de)單(dan)位(wei)不(bu)(bu)得批準新項(xiang)目開工(gong)(gong)。嚴格執行工(gong)(gong)程(cheng)(cheng)預(yu)付(fu)(fu)款(kuan)(kuan)制度(du),及時(shi)按(an)合同約(yue)(yue)定足額(e)向承包(bao)單(dan)位(wei)支付(fu)(fu)預(yu)付(fu)(fu)款(kuan)(kuan)。通過工(gong)(gong)程(cheng)(cheng)款(kuan)(kuan)支付(fu)(fu)擔(dan)保等經濟、法律手段約(yue)(yue)束建(jian)設(she)單(dan)位(wei)履約(yue)(yue)行為,預(yu)防拖(tuo)(tuo)欠(qian)工(gong)(gong)程(cheng)(cheng)款(kuan)(kuan)。

六、提高從業(ye)人員素質

(十一)加快培(pei)(pei)養建(jian)(jian)(jian)筑(zhu)(zhu)人(ren)(ren)(ren)才。積極培(pei)(pei)育既有國際視(shi)野又有民族自信的(de)(de)(de)(de)建(jian)(jian)(jian)筑(zhu)(zhu)師隊伍。加快培(pei)(pei)養熟悉國際規(gui)則(ze)的(de)(de)(de)(de)建(jian)(jian)(jian)筑(zhu)(zhu)業高級管理(li)人(ren)(ren)(ren)才。大力推進校企(qi)合(he)作,培(pei)(pei)養建(jian)(jian)(jian)筑(zhu)(zhu)業專業人(ren)(ren)(ren)才。加強工程現場管理(li)人(ren)(ren)(ren)員和建(jian)(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)(ren)的(de)(de)(de)(de)教育培(pei)(pei)訓。健全(quan)建(jian)(jian)(jian)筑(zhu)(zhu)業職(zhi)業技(ji)(ji)(ji)(ji)能(neng)標準體系,全(quan)面實施建(jian)(jian)(jian)筑(zhu)(zhu)業技(ji)(ji)(ji)(ji)術工人(ren)(ren)(ren)職(zhi)業技(ji)(ji)(ji)(ji)能(neng)鑒(jian)定(ding)制(zhi)度。發展一批建(jian)(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)(ren)技(ji)(ji)(ji)(ji)能(neng)鑒(jian)定(ding)機構,開展建(jian)(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)(ren)技(ji)(ji)(ji)(ji)能(neng)評價工作。通過制(zhi)定(ding)施工現場技(ji)(ji)(ji)(ji)能(neng)工人(ren)(ren)(ren)基(ji)本配備標準、發布各個(ge)技(ji)(ji)(ji)(ji)能(neng)等(deng)級和工種的(de)(de)(de)(de)人(ren)(ren)(ren)工成本信息等(deng)方(fang)式,引導企(qi)業將(jiang)工資分配向關(guan)鍵技(ji)(ji)(ji)(ji)術技(ji)(ji)(ji)(ji)能(neng)崗位傾(qing)斜。大力弘(hong)揚工匠精神,培(pei)(pei)養高素質(zhi)建(jian)(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)(ren),到(dao)2020年建(jian)(jian)(jian)筑(zhu)(zhu)業中級工技(ji)(ji)(ji)(ji)能(neng)水(shui)平以上(shang)的(de)(de)(de)(de)建(jian)(jian)(jian)筑(zhu)(zhu)工人(ren)(ren)(ren)數量達到(dao)300萬,2025年達到(dao)1000萬。

(十二)改革(ge)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)用(yong)工(gong)制度。推(tui)動(dong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)勞務企(qi)業(ye)(ye)(ye)(ye)(ye)轉型,大(da)(da)力(li)發展木工(gong)、電工(gong)、砌(qi)筑(zhu)(zhu)(zhu)(zhu)(zhu)、鋼筋制作等以(yi)作業(ye)(ye)(ye)(ye)(ye)為主的(de)專(zhuan)業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)。以(yi)專(zhuan)業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)為建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)的(de)主要載體,逐步(bu)(bu)實(shi)(shi)(shi)現(xian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)公司化、專(zhuan)業(ye)(ye)(ye)(ye)(ye)化管(guan)理。鼓勵現(xian)有專(zhuan)業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)進(jin)一步(bu)(bu)做(zuo)專(zhuan)做(zuo)精,增強競(jing)爭力(li),推(tui)動(dong)形成一批(pi)以(yi)作業(ye)(ye)(ye)(ye)(ye)為主的(de)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)專(zhuan)業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)。促進(jin)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)農民工(gong)向技術工(gong)人(ren)轉型,著(zhu)力(li)穩定和擴大(da)(da)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)農民工(gong)就業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)。建(jian)(jian)(jian)立全(quan)國建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)管(guan)理服務信息平臺(tai),開(kai)展建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)實(shi)(shi)(shi)名制管(guan)理,記錄建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)人(ren)的(de)身份(fen)信息、培訓(xun)情況、職業(ye)(ye)(ye)(ye)(ye)技能、從(cong)業(ye)(ye)(ye)(ye)(ye)記錄等信息,逐步(bu)(bu)實(shi)(shi)(shi)現(xian)全(quan)覆蓋。

(十(shi)三)保(bao)護工(gong)(gong)人合(he)(he)法權益。全(quan)面(mian)落實(shi)勞動合(he)(he)同(tong)制度(du)(du),加(jia)大(da)監(jian)察力度(du)(du),督促施工(gong)(gong)單(dan)(dan)位與招用的(de)(de)(de)(de)建筑工(gong)(gong)人依(yi)法簽訂勞動合(he)(he)同(tong),到(dao)2020年基本實(shi)現(xian)勞動合(he)(he)同(tong)全(quan)覆蓋(gai)。健全(quan)工(gong)(gong)資支付保(bao)障制度(du)(du),按照誰用工(gong)(gong)誰負責(ze)(ze)和總承包負總責(ze)(ze)的(de)(de)(de)(de)原(yuan)則,落實(shi)企(qi)(qi)業工(gong)(gong)資支付責(ze)(ze)任,依(yi)法按月足額(e)發放工(gong)(gong)人工(gong)(gong)資。將存(cun)在(zai)拖欠工(gong)(gong)資行為的(de)(de)(de)(de)企(qi)(qi)業列(lie)入黑名單(dan)(dan),對其采取限制市場準入等懲戒(jie)措施,情節嚴重的(de)(de)(de)(de)降低資質等級。建立健全(quan)與建筑業相適應(ying)的(de)(de)(de)(de)社會保(bao)險參保(bao)繳費方式,大(da)力推進(jin)建筑施工(gong)(gong)單(dan)(dan)位參加(jia)工(gong)(gong)傷(shang)保(bao)險。施工(gong)(gong)單(dan)(dan)位應(ying)履(lv)行社會責(ze)(ze)任,不(bu)斷改善建筑工(gong)(gong)人的(de)(de)(de)(de)工(gong)(gong)作環境,提升職業健康水平,促進(jin)建筑工(gong)(gong)人穩定就業。

七(qi)、推進(jin)建筑(zhu)產(chan)業現(xian)代化(hua)

(十(shi)四(si))推廣智(zhi)能和裝(zhuang)(zhuang)(zhuang)(zhuang)配(pei)(pei)式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。堅持標準化(hua)(hua)設計(ji)、工廠化(hua)(hua)生產、裝(zhuang)(zhuang)(zhuang)(zhuang)配(pei)(pei)化(hua)(hua)施工、一體化(hua)(hua)裝(zhuang)(zhuang)(zhuang)(zhuang)修、信息化(hua)(hua)管理、智(zhi)能化(hua)(hua)應用(yong)(yong),推動建(jian)(jian)(jian)(jian)(jian)造(zao)方(fang)式創(chuang)新(xin),大(da)力發展(zhan)裝(zhuang)(zhuang)(zhuang)(zhuang)配(pei)(pei)式混(hun)凝土和鋼(gang)結(jie)構建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu),在具備條件的(de)地方(fang)倡導發展(zhan)現(xian)代木結(jie)構建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu),不斷提高裝(zhuang)(zhuang)(zhuang)(zhuang)配(pei)(pei)式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)在新(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)中的(de)比例(li)。力爭用(yong)(yong)10年左右的(de)時間,使裝(zhuang)(zhuang)(zhuang)(zhuang)配(pei)(pei)式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)占新(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)面(mian)積(ji)的(de)比例(li)達到30%。在新(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和既有建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)改造(zao)中推廣普及智(zhi)能化(hua)(hua)應用(yong)(yong),完善智(zhi)能化(hua)(hua)系(xi)統運(yun)行維護機制,實現(xian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)舒(shu)適安全、節能高效。

(十五)提升(sheng)建(jian)(jian)(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)水平。建(jian)(jian)(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)應(ying)(ying)體現(xian)地(di)(di)域(yu)特征、民族特點和時(shi)代(dai)風貌,突(tu)出(chu)建(jian)(jian)(jian)(jian)筑(zhu)使用(yong)功(gong)能(neng)及節(jie)能(neng)、節(jie)水、節(jie)地(di)(di)、節(jie)材(cai)和環(huan)保等(deng)要求,提供功(gong)能(neng)適(shi)用(yong)、經(jing)濟合(he)理、安全可靠、技術先進(jin)、環(huan)境(jing)協調的(de)建(jian)(jian)(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)產(chan)品。健全適(shi)應(ying)(ying)建(jian)(jian)(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)特點的(de)招標投標制度,推行(xing)設(she)(she)計(ji)(ji)團(tuan)隊(dui)招標、設(she)(she)計(ji)(ji)方案招標等(deng)方式。促(cu)進(jin)國(guo)內外建(jian)(jian)(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)企業(ye)公平競(jing)爭,培(pei)育有國(guo)際競(jing)爭力的(de)建(jian)(jian)(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)隊(dui)伍。倡導(dao)開展(zhan)建(jian)(jian)(jian)(jian)筑(zhu)評論,促(cu)進(jin)建(jian)(jian)(jian)(jian)筑(zhu)設(she)(she)計(ji)(ji)理念的(de)融合(he)和升(sheng)華。

(十六)加(jia)強(qiang)技術(shu)研(yan)發(fa)應用(yong)。加(jia)快(kuai)(kuai)先進(jin)建(jian)造設(she)備、智(zhi)能(neng)設(she)備的(de)研(yan)發(fa)、制造和推廣應用(yong),提(ti)(ti)升各類施工(gong)機具的(de)性能(neng)和效率(lv),提(ti)(ti)高機械化(hua)施工(gong)程(cheng)度。限制和淘汰落(luo)后、危險工(gong)藝工(gong)法(fa),保障生產(chan)施工(gong)安全(quan)。積(ji)極支持建(jian)筑業科研(yan)工(gong)作,大幅提(ti)(ti)高技術(shu)創新對產(chan)業發(fa)展的(de)貢(gong)獻率(lv)。加(jia)快(kuai)(kuai)推進(jin)建(jian)筑信息模型(xing)(BIM)技術(shu)在規劃、勘察(cha)、設(she)計、施工(gong)和運營維護全(quan)過程(cheng)的(de)集成(cheng)應用(yong),實現(xian)工(gong)程(cheng)建(jian)設(she)項目(mu)全(quan)生命(ming)周(zhou)期數據共(gong)享(xiang)和信息化(hua)管理(li),為項目(mu)方案優化(hua)和科學決(jue)策(ce)提(ti)(ti)供(gong)依(yi)據,促進(jin)建(jian)筑業提(ti)(ti)質增(zeng)效。

(十七)完善工(gong)程建(jian)設標(biao)(biao)(biao)準(zhun)(zhun)。整合精簡(jian)強制性標(biao)(biao)(biao)準(zhun)(zhun),適度提(ti)高安全、質(zhi)量、性能(neng)、健康、節(jie)能(neng)等強制性指標(biao)(biao)(biao)要求(qiu),逐步提(ti)高標(biao)(biao)(biao)準(zhun)(zhun)水平(ping)。積極培育團(tuan)體(ti)標(biao)(biao)(biao)準(zhun)(zhun),鼓勵(li)具備相應能(neng)力的(de)行業(ye)(ye)協會(hui)、產業(ye)(ye)聯盟等主體(ti)共同制定滿足市場和創新需要的(de)標(biao)(biao)(biao)準(zhun)(zhun),建(jian)立強制性標(biao)(biao)(biao)準(zhun)(zhun)與團(tuan)體(ti)標(biao)(biao)(biao)準(zhun)(zhun)相結合的(de)標(biao)(biao)(biao)準(zhun)(zhun)供給體(ti)制,增加(jia)標(biao)(biao)(biao)準(zhun)(zhun)有(you)效(xiao)供給。及時(shi)(shi)開展標(biao)(biao)(biao)準(zhun)(zhun)復審(shen),加(jia)快(kuai)標(biao)(biao)(biao)準(zhun)(zhun)修訂,提(ti)高標(biao)(biao)(biao)準(zhun)(zhun)的(de)時(shi)(shi)效(xiao)性。加(jia)強科(ke)技(ji)研發與標(biao)(biao)(biao)準(zhun)(zhun)制定的(de)信息(xi)溝通,建(jian)立全國工(gong)程建(jian)設標(biao)(biao)(biao)準(zhun)(zhun)專家委員會(hui),為工(gong)程建(jian)設標(biao)(biao)(biao)準(zhun)(zhun)化工(gong)作(zuo)提(ti)供技(ji)術(shu)支撐(cheng),提(ti)高標(biao)(biao)(biao)準(zhun)(zhun)的(de)質(zhi)量和水平(ping)。

八、加快建筑業企業“走出去”

(十八)加(jia)強(qiang)中(zhong)外標準銜接。積(ji)(ji)極開展中(zhong)外標準對比研究,適(shi)應國(guo)際通行的標準內容結構、要素指標和相關術(shu)語(yu),縮小中(zhong)國(guo)標準與國(guo)外先進標準的技(ji)術(shu)差(cha)距。加(jia)大中(zhong)國(guo)標準外文版翻譯(yi)和宣(xuan)傳(chuan)推廣力(li)度,以(yi)“一帶一路(lu)”戰(zhan)略(lve)為引領,優先在(zai)對外投資、技(ji)術(shu)輸出和援建(jian)(jian)工(gong)(gong)程項目中(zhong)推廣應用。積(ji)(ji)極參加(jia)國(guo)際標準認證、交流(liu)等活(huo)動,開展工(gong)(gong)程技(ji)術(shu)標準的雙(shuang)邊(bian)合作。到2025年,實現工(gong)(gong)程建(jian)(jian)設國(guo)家標準全部(bu)有外文版。

(十九)提高(gao)對外(wai)承包能力。統籌協調建筑(zhu)業(ye)(ye)(ye)“走出去”,充分(fen)發揮我(wo)國(guo)建筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)在(zai)高(gao)鐵、公(gong)路、電力、港口、機場、油氣長輸管道、高(gao)層建筑(zhu)等工(gong)(gong)程建設(she)方面的(de)比較優(you)勢,有目標、有重點(dian)、有組(zu)織地(di)對外(wai)承包工(gong)(gong)程,參與“一(yi)帶一(yi)路”建設(she)。建筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)要加(jia)大對國(guo)際標準(zhun)的(de)研究力度(du),積極適應國(guo)際標準(zhun),加(jia)強對外(wai)承包工(gong)(gong)程質量、履約等方面管理,在(zai)援(yuan)外(wai)住房等民生項目中發揮積極作用。鼓勵大企業(ye)(ye)(ye)帶動(dong)中小企業(ye)(ye)(ye)、沿海沿邊地(di)區企業(ye)(ye)(ye)合(he)作“出海”,積極有序開拓國(guo)際市場,避免(mian)惡性(xing)競爭(zheng)。引導對外(wai)承包工(gong)(gong)程企業(ye)(ye)(ye)向項目融資、設(she)計咨詢、后續(xu)運營(ying)維護管理等高(gao)附加(jia)值的(de)領域有序拓展。推動(dong)企業(ye)(ye)(ye)提高(gao)屬地(di)化經營(ying)水平,實現與所在(zai)國(guo)家和地(di)區互(hu)利共贏(ying)。

(二十)加大政策(ce)扶持力度。加強建(jian)筑業(ye)“走出去”相關主管部門間的(de)溝通協調和信息共享。到(dao)2025年,與大部分“一帶一路”沿線(xian)國家和地區簽訂雙邊(bian)工(gong)程建(jian)設合(he)作(zuo)備忘錄,同時(shi)爭(zheng)取(qu)在雙邊(bian)自貿協定中納入相關內容,推進(jin)建(jian)設領域執業(ye)資格國際(ji)互認(ren)。綜合(he)發揮各類(lei)金融工(gong)具(ju)的(de)作(zuo)用,重(zhong)點支持對外經濟(ji)合(he)作(zuo)中建(jian)筑領域的(de)重(zhong)大戰略項目(mu)。借鑒國際(ji)通行(xing)的(de)項目(mu)融資模(mo)式,按照(zhao)風(feng)險可控、商業(ye)可持續原則,加大對建(jian)筑業(ye)“走出去”的(de)金融支持力度。

各(ge)地區、各(ge)部門要高度重視深化建(jian)筑業(ye)改革工作(zuo),健全(quan)工作(zuo)機制,明確任務分(fen)(fen)工,及時(shi)研究解決建(jian)筑業(ye)改革發展中的(de)(de)重大問題,完(wan)善(shan)相關政(zheng)策,確保按(an)期完(wan)成(cheng)各(ge)項改革任務。加快推(tui)動修訂建(jian)筑法(fa)(fa)、招標(biao)投標(biao)法(fa)(fa)等法(fa)(fa)律(lv),完(wan)善(shan)相關法(fa)(fa)律(lv)法(fa)(fa)規。充(chong)分(fen)(fen)發揮協會商(shang)會熟悉行業(ye)、貼(tie)近(jin)企(qi)(qi)業(ye)的(de)(de)優勢,及時(shi)反映企(qi)(qi)業(ye)訴求,反饋政(zheng)策落實情況,發揮好規范行業(ye)秩序、建(jian)立(li)從業(ye)人(ren)員行為準則、促(cu)進企(qi)(qi)業(ye)誠信(xin)經營(ying)等方面(mian)的(de)(de)自律(lv)作(zuo)用。
